This can be accomplished with calculation fields, if you have a Table of Contents or any page-number cross-references, they will refer to the actual page numbers, not the calculated ones.

Basically, the field calculation is:
{=INT(({PAGE}-1)/2)+1 \# 0}
where the field braces (ie '{}') are created in pairs via Ctrl-F9.
