Is there a way to color the Character Border?

Do you mean the text outline? If so, yes. See attached.

I am wondering if it is not possible, since I've searched the Internet. It seems no-one has ever raised a question like this.

Perhaps because it's so easy ...

Select the text, then cclick on the paragraph borders button and choose Borders and Shading > Borders, select the border attributes, set 'Apply to' to Text and click any of the border icons then OK.
