Where is the 'Replace All' function to remove all tabs in Word 2010?

Do you mean the Replace All command in the Find and Replace dialog box? In that case, note that you can display the dialog by pressing Ctrl+H.
On the other hand, if you are referring to the command that clear custom tab stops, you'll need the Tab dialog box. On the Home tab, click the dialog launcher button (the little arrow on the bottom right) of the Paragraph group. Click the Tabs button. If you are modifying a style, in the Modify Style dialog box, click Format, and then click Tabs.
