Default Digital signatures don't stay

I'm creating a form with four digital signatures, one for each level of approval. However, when I sign the form it somehow sets the protection settings to "Marked as Final: An author has marked this document as final to discourage editing." I don't know how to undo this.

Then, when you save the document and send it to the next person, that person has to click "Marked as Final: Edit Anyway" to sign, which removes the digital signature of the first person.

Is this simply the nature of the beast? Do I have to find some other solution besides Word for multiple digital approval signatures?

Word documents do support multiple digital signatures. See
