Is it maybe possible to do it with the new forums/message boards? I think I've seen this function in some forums. Is it possible to have the forum run from my computer without it being actually online?

I don't understand your question. The forums are a combination of htm and related technologies and don't have anything to do with Word.

Can you run that software on your computer? Yes. Can you write the coding to use it as you want? I don't know. Seems like a lot of work.
