I was wondering if anyone could help me with getting a Header to display in a Table of Contents?

Header = "running header" that appears at the top of multiple pages
Heading = A short phrase or sentence that introduces a topic.

A header would not be in a TOC because it is, by definition not on a page but a type of background. You can get headings to appear in headers using a StyleRef Field.
