Take a look at Section Break - Odd Page
If you use this, you won't have anything printed on the blank page, but will have a blank page if it would be an even number. The question is usually the opposite, people want a header/footer on such a blank page. Manual page breaks should be avoided as a matter of course. They make documents difficult to edit.
