Unhappy Applying Line Spacing at different level in a multilevel list

I am trying to make a prodcedural document that will have most likely 5 levels. Below I have shown the numbering style I would like to use. The 1.0 level will be bold numbering and bold text. The Font for the entire document will be Verdana 9 per our company guidelines. What I would like to be able to do is set the line spacing for each level of the document. I got this to work by creating many different styles but it doesn't seem to be the cleanest way. I made the first level "heading 1" and changed the spacing to 18pt before so everytime that level hits there will be 18pts of spacing. The 1.1 level I gave a style "heading 2" and changed the spacing to 9pt before. Is there a better way to mess with the spacing on these? I would eventually like to make this into a template where no one would have to mess with any numbering system or styles and each level would automatically format itself per the guidelines.

You seem to be following the best practice for setting up a list style with paragraph formatting. It may seem a tad tedious at first, but once you have defined all your levels, you are done. Please remember to save it as a template. Then your custom styles will not be lost.

So far as I know, there is no simpler method.

Click F12 to open the Save As dialog box. In the "Save As type" field, choose Word Template (*.dotx), give a name to the template and save it in the folder of your choice.
