These are stored in different locations. Keyboard shortcuts are stored in templates. The default storage template is normal.dotm. Normal.dotm should not be shared. If you put your normal.dotm on someone else's computer you will overwrite any customizations they have in their normal.dotm.

The OAT modifications are shared in a .qat file. Copying that file to another computer will overwrite any existing customizations.

You can also put qat modifications in a document or template. This involves writin special XML into the file. This is a lot more work but allows a higher level of customization which can take effect on a document level or only in documents based on a template as well as on all Word documents. To start on this level see Customize the Ribbon (It doesn't take rocket science) but don't expect to be modifying the QAT right away. You'll have to learn a bit of ribbon XML first.

Since I wrote the last post, I've discovered that with Word 2010 they are not .qat files. The file is named Word.officeUI.
They are .qat files in Word 2007 and stored in the same folder.

The folder on my computer with Windows Vista is:
C:\Users\username\AppData\Local\Microsoft\OFFICE

Sorry about the confusion. Hope this helps.
