Default Problems with conversion to PDF

I'm using Mac OS 10.6.3 and Word 2008 to format a document for print-on-demand. Widow and orphan control is off so that I can manually adjust formatting to ensure that the number of lines per page remains consistent throughout the book. I've been formatting the document in Page Layout view, checking the results in Print Preview, and then converting to PDF.

The problem I'm having is inconsistency with results. Sometimes Print Preview has pages that don't appear like they do in Page Layout, and even if those two documents are the same, the PDF version will be different. For example, a change that I made in Page Layout View and that appeared in Print Preview will not be displayed in the PDF document.

I've tried multiple times to create a document with no formatting issues, and every time I fix something, another problem crops up. I can only find this out after converting to PDF and checking the document page by page. At this point, I have no confidence that the PDF file will accurately reflect the DOC file.

Any suggestions for obtaining views that are consistent from one to the other would be very much appreciated. Thanks.
