Default Deleting sections without formatting moving up

Is it possible to delete a section without the formatting moving up? How do you get rid of a section with a formatting problem (i.e. there's someting wrong in the header that I can't figure out) if the problem section is the one at the bottom? When you delete a section break, the formattiing from the section below the break moves up. Is there a way to just get rid of the bottom section without the formatting moving up?
