Word doesn't let you control the text flow like that. But what you can do is add "Page break before" formatting for all paragraphs that should start a new page. This can be done easily if you have used styles for your titles, in which case all you have to do is modify the relevant style to include "Page break before."
If you haven't used a style for each title, you may be able to search for the formatting of the style and replace with "Page break before" formatting or a manual page break.
