Default Navigation and TOC show blkank space when inserting page break

I've been looking online to find an answer, but so far have come up short. I have a template I use for Real Estate Appraisal reports. However, when I'm in a new file created from the template and try to add page breaks, I get a space that shows up between headings in the Navigation panel and a blank space with no page number shows up in the table of contents. If I click on the blank space in the navigation panel it will take me to my page break. If I hit delete it will erase my page break. If instead I go to the area and hit enter, another blank space shows up in the nav panel and TOC and continues everytime I hit enter. I have included a picture of what I'm talking about in an attachment.



Any help would be appreciated because I basically can't put in page breaks without my report looking like an idiot developed the Table of Contents.

Instead of adding a manual page break, right-click in the paragraph that should start a new page; on the context menu, click Paragraph. On the Line and Page Breaks tab, select "Page break before" and click OK. If a certain paragraph style should always start a new page, you can add the formatting to the style definition.
