Does anyone ever have an issue with random half page breaks?

Depending on the document I'm editing, when I insert a page break it it only goes half way across the screen. I hit "delete" immediately after the page break to fix this issue but then it screws up the page heading of the next page. Also, sometimes when I open a document all normal page breaks are converted to half page breaks. Anyone have any ideas on how this issue could be corrected? Any help would be greatly appreciated.
