Outline numbering: 2.1 coming out as 1.1

I need the following outline numbering in my Word document:

1 Stuff

2 More Stuff

2.1 Stuff about More Stuff

2.2 More Stuff about More Stuff

However, 2.1 is coming out as 1.1, as follows:

1 Stuff

2 More Stuff

1.1 Stuff about More Stuff

1.2 More Stuff about More Stuff

Presumably this is because there are no Level 2 headings under 1, but what's the solution to this?
