Yes, a webform is far more likely to be accepted by your users.

All of the effort with Word macros is going to be a fail if your users don't 'trust' your document enough to allow macros to run. If you have a captive audience who have reason to trust your code you are in with a chance of them enabling your code but if you don't know whether they have Outlook then I would say they a pretty solid reason for keeping your code disabled.
