You are getting into some heady stuff for a beginner. To do this, you will need to create an application class that has the DocumentBeforeSave and DocumentBeforePrint events. See attached

If you get too draconian with your desire to accept only complete forms then you remove the ability of the user to save along the way - or come back to finish a file later. What happens if they get 90% of the way through a form and get a phone call or other interruption - do you expect them to throw that work away and restart later?

How will you create a template with blank CCs if you can't save a file with blank CCs?

You could certainly create some macros to hijack the Print, Save and Share commands but I'm pretty sure no users will appreciate your effort and they will seek ways around the restrictions. They might decide to disable macros. Or they might discover they can detach the template (assuming that is where the code resides).
