Sounds like there is no need for a dependent drop-down since the Fund code is completely determined by the Department.

You can map two Content Controls to the same xml element. The Department should be a Dropdown CC with entries for all the Departments and the value for each should be the associated fund number. Then the Fund should be a Plain text CC. I've attached a sample doc that demonstrates this.
