This looks somewhat complicated.

Are you trying to change page numbers for elements?
Like what is meant to happen if the last digit is an 8 or 9?
238-9 becomes 230-1 OR 240-1 OR 240-11
237-9 becomes 239-1 OR 239-41 OR 239-11
