content control / locked document / hyperlink possible ?

I've got a content control dropdown list that auto generates text to a second content control. My question is, can I have the value of the dropdown list be hyperlinked to another word document source? Second question, how can I make the content control be 'accessible' to viewers while it's a locked document? I know I can't lock it as is and make it work, I tried.
