Adjust letters and create a limitation for words

Hello,

i try to create a template where vovel mutations turn into normal letters (ä to ae etc.), all big letters turn into small letters an every kind of code gets deleted (HTML, URLs etc.).

(I also need three different textfields with a word limitation. (Only 100 words in the first fiel, 70 in the second and 4500 in the third)

I would be very thankful for some help!
