I doubt a single document with hidden text is going to work. For starters, whether text that's hidden can be seen and/or printed, depends entirely on how the user has Word configured; you have no control over that. They could (intentionally or otherwise) configure Word to display hidden text and/or to print hidden text (yes, Word can be configured to print hidden text even if it's not visible on-screen). Still if that what you want to try, simply create three Styles, one each for questions, answers, & editorial notes, then apply those Styles to the corresponding ranges. Changing the font attribute to 'hidden' or 'not hidden' for any of those Styles will be sufficient to toggle the 'hidden' state for all content in that Style.
