That code has been deliberately obfuscated to make it hard to read. This may be because:
1. The author doesn't want anyone picking through their intellectual property 2. The author has written a virus and wants to make it hard for someone to work out. I couldn't spot anything dangerous from a brief look and I would say it is more likely that the code is innocent. However, unless you have a good reason for running the macro, it is safer to avoid running it.
