Adding a New Ribbon Tab using XML Script

Default Adding a New Ribbon Tab using XML Script

I'm building a new tab for our template ribbon with specific commands for the template. I notice that when the ribbon is displayed, my new tab is at the far right (last tab). Is there any way I can get it show up between the File and Home tabs and have it be the default tab?
