I want the reader of the survey to put the list in order of priority

for example out of four options.

1. Option b
2. Option d
3. option c
4. option a

As the person moves down the priority option numbers (1 -4) the drop down list would reduce by the previously selected option so that it is no longer available to select.

Thank for taking the time to help.
