Word Empty Cells - Why is it Chr(13) & Chr(7)

Chr(7) is a bullet-like dot (like this bullet point), but it does not have the bullet function

Chr(13) is a carriage return (line break?)

Okay, but why is an empty cell in Word equivalent to a combination of these?
