Essentially, I am trying to merge two cells one of which has been previously merged and the other of which has been previous split. I am trying to merge the merged one with one of the split ones, sort of to show that this isn't a subdivision of a department but the department itself as shown above as an example.

You can't. What you could do is have a single merged cell inside of which you nest your 'Mr Bayo' cell as a separate table.
