Default Unable to drag column indent markers

When a column heading is wider than the column contents (in this case, the heading is "Allocation" and the column contents are small, left-aligned decimal numbers and whole numbers like 1, 0.4, 2, 0.8), I'd like to keep the numbers left aligned but move them more to the the center of the column. But when I try to drag the ruler's indent icons (any or all of them), they won't move. I can change the indents manually using paragraph formatting, but it's faster to just drag the ruler markers.



Moving words using the ruler works fine, and so does moving similar numbers in a different table in the same document. I've had this problem before, too, but it seems to happen randomly.

This is in Word 2007 in Win 10.
