Unable to get Styles to move headings.

I have been using styles for a long time but every so often I have a hiccup such as today.
I have set up a table with four columns the first of which is, book titles and I want to move titles into Navigation. Whatever I do it wont work. However, if I move the table down and place what I want to move into Navigation it will move. HELP
