Default How to have certain areas of a table editable

Hello,
I apologize in advance I'm pretty new to word and fillable tables and all the terminology.
I'm using Microsoft Office 365 Business on PC

Here is my issue - I'm trying to put together a fillable form for fire investigations. I've figured out how to make the fillable forms and protect the whole report but there are areas that I need to be able to freely enter text.

I added an attachment that hopefully, I did correctly.
You can see my fillable forms indicators.
But when I get to 6.2 Origins I want to be able to enter something like this.
1. Behind lower cabinet on the right side.
2. Upper left portion of the couch
3. Etc

4. Etc

I hope I made some sense!
