That is how it is supposed to work. Although you can prevent the expansion, all that will do is cause the additional content to disappear from view.

Instead of creating a separate cell for each line of text, use a single, large cell. I note, too, that your table cell paragraph alignment is set to 'left', not 'justified', so you'll never get justification anyway.

PS: Hitting Enter does NOT take you to the next cell - it adds a new paragraph to the current cell. It is the Tab key that takes you to the next cell.
