Rather than using simple list numbering, I'd suggest using Word's Multi-level list numbering, with a two-tiered numbering system that has:
• no numbering at the first level, using a Style applied to the Table Heading;
• the )1 numbering format for the second level; and
• the second level set to restart numbering whenever a paragraph at the first level occurs.
