I take it you're already re-starting footnote numbering for each Section, which is how you'd get 68 instead of 678. There are two possible approaches:
1. set the 'start at' number for the section following the table to 68; or
2. rotate the table instead of using Section breaks. In Word 2010 and later, provided you have the compatibility mode switched off, you can use: Insert>Text Box>Draw Text Box, insert the table into the text box, then rotate the text box.
