Default Independent Table Editing

I'm trying to add and remove rows from one side of a table without affecting the other side.

I attached a scrubbed version of the actual document I'm working.

You can delete the cells, allowing Word to shift the cells below up, but the fact you have a single cell at the bottom spanning the whole table width means the last row above the table-width cell is liable to be duplicated.
