Default Are others using my WIFI?

I read a piece about a WIFI signal being weakened by outsiders using it. I know that perhaps I should know how to protect it but I don't. Firstly does the magazine article make sense and secondly what can I do to resolve this matter. Many thanks.

Perhaps find a forum where this kind of question can be treated.
