Default Why does my hybrid tablet have a Windows 10 version 1607 and not 1703


I have a Teclast x98 Air Dual OS Android 4.4.4/Windows 8.1 9.7" tablet that has been upgraded from Windows 8.1 to Windows 10, But I am wondering why it says the Windows 10 version is 1607, and on my Windows 10 laptop it says the current Windows 10 version is 1703. The Update page says "my device is up to date".

You may need to use the Windows Assistant tool to aid the upgrade
