Default Pen and Windows Ink does not show in Settings>Devices


I have just recently become aware of the Windows Ink Workspace available in Windows 10; but I do not seem to have the Pen and Windows Ink in Settings>Devices. I don't know if the two are related or not; but am wondering why it isn't there. I am using an Asus 13.3" notebook that has been upgraded to Windows 10, then Windows 10 anniversary update, and it does have touch screen.

I can scribble with finger or clicker in the Windows Ink Workspace>Sketchpad, but I cannot 'pen' a sticky note in Stickies/Sticky Notes. Is that supposed to be a possibility? I'm sure it should be.
