Default Windows Explorer makes folders read-only without warning or explanation

I'm running 64-bit Windows 7. Windows Explorer will suddenly mark folders as read-only--with the blue fill-in, indicating not everything in the folder is read-only, but something is--yet none of the files in the folder are read-only. If I clear the read-only check box in the Properties window, and select the radio button to apply the change to all files and folders within the folder, the change appears to work, but as soon as I check the properties for the folder again, the blue fill-in for the check box is back.

I can no longer copy these folders to a DVD to back them up because then the DVD is treated as read-only.

What's going on, and more important, how do I fix this?

AFAIK files copied to a CD or DVD are always tagged with the read-only attribute - and that attribute cannot be removed while the files are on such media.

Even to a rewritable DVD? (I probably should have specified that originally.) If so, it doesn't make any sense. It's also possible that this is an anomaly due to a dirty DVD laser lens.

However, that wasn't the focus of my question. The real question is in the first paragraph: Why is Windows Explorer marking folders ON MY HARD DRIVE (should have specified that too ) as containing read-only files when there are none in the folder? And given that that's the case, why can't I reset the folder properties and have the reset stay? How do I get these corrections to stay corrected?

Yes.

I don't have an explanation as to why folders on your HDD would be re-setting to read-only - unless there's some malware on your system.
