Default Search for a phrase in Windows 7 (aargh!)

How does one make that abysmal Windows 7 search function search for a phrase in the file contents?

As has been suggested elsewhere, I have tried
Contents:"Road Vehicle Safety"

with and without quotes, but all I get is a list of all the files containing any one or more of those words.

I know I can use contents:road AND contents:vehicle AND contents:Safety


but that is not much help.

Can Windows 7 do such a seach, or has MS rendered the search function essentially useless?
