Default Hiding text

I'm stuck with using Visio and Frontpage for making some HTML files, just so you all know.
So I have some maps that need alot of information on them, and I'd like the final document to have all of the text hidden unless you search for it specifically- is there a way to do this? And maybe even a way to add layers of text so I could say (for instance) "show all blue text" or "show all red text", or even "show all text."

Another question; Anyone know how to lay text over an image in Frontpage? The map needs to be searchable, and bringing the file over from Visio doesn't work because it copies it as an image.

edit; Hmmm. So as an additional piece of information, this file would be opened as a web document (so it has less clutter and users cannot get confused/accidently edit it).
