A new sheet in a Visio 365 file depicts a rectangle outline with odd top, bottom, and side margins. (This is not the first page in this file.) Cannot select the rectangle. Cannot remove the rectangle. I have selected "No Background". There should be nothing on the page. The page and print size are the same at 36" x 24". I don't know where this rectangle outline comes from or how to delete it.

In my Visio files I always see a rectangle around the page edges which indicates the 'printable area' of the page. This reveals its importance when you place objects over the edge of that line and another page automatically appears (that is dependant on your page setup settings).
If those margins are not equally sized you can modify via the Page Setup >Print Setup > Setup...>Margins. Note that there appears to be a minimum figure of around 11mm but you can make those margins larger.
