If the shape from 2007 works there but not in 2016 then I presume the 2016 document has a Page or Document shapesheet difference which is relevant. Have you compared the shapesheets for a 2007 doc with the shapesheets in your 2016 doc?

Can you post documents that work/don't work so we can look for pertinent differences?
