It probably depends on the shape. For instance, if you right click on a 'Controller Dimension' shape you should see the Precision and Units option but you won't see that on a different type of shape where that option isn't specifically built in.

Do you see a 'Units' field in the Shape Data for the shape you are trying to configure?
