If I am correct in assuming that someone higher than you in the workforce is giving the directions, I can only tell you/them that "you get what you pay for". For Microsoft products, Visio is head and shoulders above Word or PowerPoint in constructing diagrams...without question. Matter of fact, Word is a "word processing" program...not really geared towards diagrams. PowerPoint, while capable of diagrams, is really sub-par and may even be more time consuming...depending upon skill level. So, if you have to select one or the other, PowerPoint would be my option (and, I really hate saying that!).

Prior to my retirement, I worked with both Visio and AutoCAD to construct all types of diagrams (espicially networking and building plans) and my clients were head over heels satisfied with the Visio diagrams for the professional presentation (AutoCAD was really for workforce installation crews to work from).

Just my $0.02 worth...Hope this helps...
