Default Using a color palette that is not a theme

We are using Visio 2010 to create technical diagrams that need quite a few separate colors, more than are possible in the themes. We don't need themes (shadows etc), just colors. I defined a color palette in a VST template file and thought I could apply those colors as needed, only to find I couldn't find a way to apply the colors in the palette:
  • The palette colors are not shown in the color selection for Fill, Line, Shadow, or Font.
  • If I open the palette and click on a color, it does not become the current color anywhere that I can see.
  • If I select a shape and click a color on the palette, it does nothing.
Can someone explain how the colors in the palette are applied to the figure being edited?
