can't open "DRAWING TOOLBAR" in Visio 2003

Default can't open "DRAWING TOOLBAR" in Visio 2003

simple as the title. says. in Visio 2003, for some reason all the sudden I can't open the DRAWING TOOLBAR



I can see it on the toolbar





I can click it and depress it. and nothing happens.


This is what SHOULD pop up





Even tried VIEW --> TOOLBAR --> DRAWING and that doesn't work either


any ideas?

First, a simple question: When you are trying to look/use the Drawing Toolbar, do you have an active drawing (or, a clean sheet) on your screen?
