Default Forever Calendar

I am using Publisher 2007.

I am trying to develop a Forever calendar for church use.
I have attempted to modify an existing MS template to
fit our needs, but when saving it, it reverts back to the
original composition.

I don't find much information in the Help file about developing a new template from scratch. What application (Microsoft) is actually used t develop a template? With my very basic, novice experience I suspect something like Excel or Access is used, or is the capability within Publisher itself?

I would appreciate any help offered.
Thanks
