Question Format Picture window in Publisher 2019 is too big to display the OK button

I just got a new Windows 11 laptop with a high resolution monitor (3840 x 2160) and am working with Publisher 2019. I am trying to change the brightness/contrast of a picture I want to use. When I right click on the image and select Format Picture, the window that I get is so large that the OK button on the bottom is below the taskbar and I can't click on it. I can't move or resize the window. I don't have this problem with Publisher 2013 on my Windows 10 laptop. Can this be remedied without adjusting the screen resolution or scaling. The Settings app contains a warning about changing the scaling.
