Default Publisher 2010 refuses to hold change in Normal from 0.94 line spacing to 1 line spacing

Hi all, I've changed the default settings in Normal and saved to normal.pub under C:\Users"myname"\AppData\Roaming\Microsoft\Publish er. All the setting changes I made (e.g., full justification, 12 pt after paragraphs, no indent, 12 pt Times Roman font) have held when I reopen Publisher, EXCEPT the "space between lines."

When I change 0.94sp to 1sp (or 1.0sp) it works for the existing file but defaults to 0.94sp when I reopen Publisher. (I of course have overwritten the existing Normal file but, as noted above, this is the only change that doesn't stick.)
