Can't send email from Publisher 2013

Hello All,

I have a user trying to send an email from Publisher 2013 behalf of a shared mailbox and the user is getting and NDR

'You do you have permissions to send on behalf of this mailbox'

I can confirm the user has 'full access' to the shared mailbox and has no issues sending behalf of this shared mailbox from Outlook 2013 Client.

Setup:
User Mailbox is in Exchange Online
Shared Mailbox is On-Premise

Any thoughts.
